Services at helsenorge.no

At helsenorge.no, you will find a number of digital services you can use to follow up your health. Several are under development, and some are being tested in selected areas in Norway. The services are currently only available in Norwegian.

​Many of the services are new or under development. These will often be tested in some areas before they are made available to everyone. Therefore, some of the services at helsenorge.no may not be available to you for the time being.

You can use the Helsenorge services to keep better track of your health and the healthcare you receive. The services are currently only available in Norwegian.

Which services are available?

​Here is a brief description of the services at helsenorge.no and who they are currently available for.

Information about your General Practitioner (GP) ("Fastlege")

This information is displayed for all those who have a General Practitioner ("fastlege"). It is also shown for children under the age of 16.

If your GP offers digital services, you will also see links to these:

  • Make an appointment ("Bestill time")
  • Renew your prescription ("Forny resept")
  • Start e-consultation ("Start e-konsultasjon")
  • Contact the doctor's office ("Kontakt legekontoret")

Currently, only a few GPs are trying out the services.

In order to use this service, you must give your full consent to use the Helsenorge-services.

Corona-tools ("Korona-verktøy")

On this page you will find various digital tools that you can use to help stop the spread of the corona virus. If you can access the information that a tool has collected, you will also find a link here. See more information on the various corona-tools (in Norwegian).

These tools may require different levels of consent to use. See each tool for more information. More information on the different levels of consent can be found here.

Messages ("Meldinger")

In the messaging service, you can see messages received from the health services and respond to them. In this service, you can only reply to messages that you have already received. If you wish to respond to a message regarding a specific appointment in the Western Norway Regional Health Authority (Helse Vest) region, you need to go to that appointment in the Appointment service (in Norwegian).

This service requires your consent at Basic ("Basis") level or higher.

Appointments ("Timeavtaler")

Future appointments with the health service are displayed in a list. Everyone can open their list, but for now it only contains appointments at hospitals in the Western Norway Regional Health Authority and Northern Norway Regional Health Authority (Helse Nord) regions. In addition, it contains appointments at some departments at hospitals in the Central Norway Regional Health Authority (Helse Midt), as well as appointments with GPs who participate in the testing phase of this service.

Appointments with municipal health services are also shown for some municipalities and districts involved in the testing of this service.

In order to use this service, you must give your full consent to use the Helsenorge-services.

Referrals ("Henvisninger")

Referrals to hospitals are shown in a single list. Everyone can open their list, but for now it only contains referrals to hospitals in the Western Norway Regional Health Authority and Northern Norway Regional Health Authority regions. For each referral, status information and any scheduled appointments are displayed. If you do not have any referrals, this service will not be displayed.

In order to use this service, you must give your full consent to use the Helsenorge-services.

Medicines ("Legemidler")

This service is based both on information found in the Summary Care Record ("Kjernejournal"), and information retrieved from the Prescription Intermediary ("Reseptformidleren"). Prescriptions appear in a list, along with information about dispensed medicines and other pharmacy products.

In order to use this service, you must give your full consent to use the Helsenorge-services.

Health contacts ("Helsekontakter")

Health contacts provide you with information and overview of your current and former GPs, cancer treatment co-ordinators, and other health contacts. You can also add more health contacts to your Summary Care Record ("Kjernejournal").

In order to use this service, you must give your full consent to use the Helsenorge-services.

Patient records ("Pasientjournal")

Here you can get digital access to your patient journal documents. In the future, this service will be offered to everyone, but for the time being it will only show journals at hospitals in the Northern Norway Regional Health Authority and Western Norway Regional Health Authority healthcare regions, as well as some hospitals in the Southern and Eastern Norway Regional Health Authority ("Helse Sør-Øst").

The journal documents are retrieved from the hospital's systems and are not stored anywhere else. However, you can choose to save a copy here at Helsenorge. If you do, you will find it in the Documents ("Dokumenter") service.

In the Northern Norway Regional Health Authority and Western Norway Regional Health Authority healthcare regions, you will also be able to see which hospital staff has looked up information in your patient records, through the access log ("tilgangsloggen"). This is also the case for some hospitals in the Southern and Eastern Norway Regional Health Authority region.

This service requires your consent at Basic+ ("Basis+") level or higher.

Vaccinations ("Vaksiner")

The Vaccinations service lets you see your own vaccination status, and that of your children under the age of 16. You can also print out a vaccination card in Norwegian and English.

In order to use this service, you must give your full consent to use the Helsenorge-services.

Patient travel ("Pasientreiser")

If you are travelling to or from public healthcare treatment, you may have the right to have your travel costs refunded.

Apply via helsenorge.no or using a paper form. In any case, your claim must be sent within six months of your travel date.

In order to use this service, you must give your full consent to use the Helsenorge-services, as well as your consent to let Pasientreiser collect information about you.

Exemption card and user fees ("Frikort og egenandeler")

Here you can see the status of your healthcare exemption card, if you have one, and user fees you have paid for healthcare.

Once you have paid over a certain amount in user fees ("egenandeler"), you will receive an exemption card ("frikort"). If you have an exemption card, show it to the healthcare professional that is treating you, and you will not have to pay any additional user fees for the rest of the calendar year.

There are two types of exemption card in Norway, which apply to different services. If you have received an exemption card of one type, you can not use it for services that belong to the other type.

This service requires your consent at Basic ("Basis") level or higher.

Change doctor/GP ("Bytte fastlege")

You can change your GP by logging in at helsenorge.no. Even if you are not logged in, you can search for GPs with slots available for new patients.

You can change GP up to twice per year. In addition, you can change your GP if you move to a different municipality and report your new address to the Population Register ("folkeregisteret"), or if your GP terminates or reduces their list. You can also choose a GP in a municipality other than where you live.

A change will be valid from the first day of the following month.

If the GP you want to register with does not have free slots, you can be placed on the waiting list. You will automatically switch over to the new GP as soon as there is a slot available, and if you have unused changes.

This service requires your consent at Basic ("Basis") level or higher.

Illnesses and critical information ("Sykdom og kritisk info")

In order to give you fast and appropriate healthcare, the healthcare professionals treating you need to know your medical history, such as what illnesses you may have or have had, as well as any other critical health-related information. If there is critical information about you that your healthcare providers are not aware of, your healtcare could be wrong or given too late.

In order to use this service, you must give your full consent to use the Helsenorge-services.

Documents ("Dokumenter")

This service shows the documents that you have selected to save. This may be attachments from messages to and from health services, or journal documents from your patient records. Summons letters will also appear here, even if they are expired, replaced or deleted.

In order to use this service, you must give your full consent to use the Helsenorge-services.

Organ donor card ("Donorkort")

You can establish a digital organ donor card in your Summary Care Record ("Kjernejournal"). At the same time, you can indicate one or two people as someone who is familiar with your standpoint with regards to organ donation. These can be for example your family, friends, co-workers, your doctor, or neighbours, and they must be over 18 years old.

In order to use this service, you must give your full consent to use the Helsenorge-services.

Tools ("Verktøy")

Tools may be online training or courses, or a video that helps you master your health and lifestyle situation. They are a supplement to other treatment you receive. If your have received such a tool from your healthcare provider, it will be listed when you log in and go to the service.

In order to use this service, you must give your full consent to use the Helsenorge-services.

Choosing a treatment centre ("Velg behandlingssted")

As a patient of the specialist health service, you have the right to choose where to be treated. This service helps you do that, through guidance and by providing an overview of waiting times and of what treatments are offered where.

Summary Care Record ("Kjernejournal")

Anyone who has a summary care record on helsenorge.no will have access to its contents, and can register additional information to help make the summary care record better and more complete.

This service requires your consent at Basic ("Basis") level or higher. However, to add your own information, you need to give your full consent.

Health registries ("Helseregistre")

This is an overview over Norwegian health registries that may contain information about you, your next of kin, or people you represent.

This service requires your consent at Basic ("Basis") level or higher.

Research and health surveys ("Forskning og helseundersøkelser")

If you are participating in one or more population studies or clinical trials, you can find information about them here. If you are not participating in any studies or health surveys that are included in this service, the page will be shown without content.

For the time being, "Helseundersøkelsen i Nord-Trøndelag (HUNT)" is the only survey included in this service on helsenorge.no. More surveys and studies will be added in due time.

This service requires your consent at Basic ("Basis") level or higher.

European Health Insurance Card (EHIC) ("Europeisk helsetrygdkort")

The European Health Insurance Card (also known as EHIC) proves that you are entitled to necessary medical treatment in another EEA member state (and Switzerland) for free or at a reduced cost, on the same terms as the country's own residents. You should bring the card with you if you plan a temporary stay in an EEA country or Switzerland.

This is an external service which is not in itself a part of helsenorge.no. By clicking the link you will instead be sent to where the service resides.

Report side effects ("Meld bivirkninger")

You can report side effects of medicines to the Norwegian Medicines Agency by filling in an online form. You can also report side effects on behalf of others, such as your next of kin.

Profile and settings

​Once you have logged in, you will see your name at the top of the page. If you click on it, you will bring up a page with various settings. Here, you will find contact details and notification settings, personal data, privacy settings, powers of attorney, and a log of previous use. If you are authorised to represent others on Helsenorge, you will be able to choose the relevant person using the person selector.

Events since the last time you logged in

Right at the top of this menu, you will find any new messages and notifications which you have received since the last time you logged in.

On whose behalf do you wish to use Helsenorge?

If you have parental responsibility for children under the age of 16, or have been granted power of attorney by someone else, you will be able to choose to represent someone else using the person selector. Similarly, you can also grant power of attorney to other people so that they can use the services on your behalf.

Contact details ("Kontaktinformasjon")

The contact details that are displayed are taken from the National Population Registry and the Digital Contact Registry, and are not stored at helsenorge.no. The notification profile enables you to determine whether you receive notifications by text message or e-mail when you receive information at helsenorge.no. If you have parental responsibility for children, you will receive the same type of notifications for them as you do for yourself.

Notifications are sent only in connection with services at helsenorge.no. Services you use via other solutions will not result in notifications from helsenorge.no. You can also receive reminders of appointments with your GP.

If you live in a district in Oslo that participates in the trial project, you can also receive notifications when the home care service has paid a visit.

Data in the National Population Registry

It shows you what data is registered about you in the National Population Registry, and you can easily check to see whether it is correct.

Relatives

You can enter several relatives and indicate which of them you want to designate as your next of kin. Healthcare professionals will always attempt to contact your next of kin first.

Employer

Enter your employer's contact details if you wish healthcare professionals to have this information.

Communication

Here you can indicate whether you have any special needs regarding communication, etc. This can be useful for healthcare professionals to know, so that they can meet your needs.

Privacy settings ("Personverninnstillinger")

Here, you can manage your consents, opt-outs and access to your services on helsenorge.no and how you want to use other types of healthcare services.

Choose the services you wish to use

Here, you select the services you wish to use. In order to use the services you select, you must consent to your health data being used. You can also withdraw your consent if you do not wish to use the services at Helsenorge.

Access to your health data

Here, you can alter both your own access to your services and health data and that of other people. You cannot make any changes to the privacy settings of someone else who has given you power of attorney.

  • Prescription Intermediary ("Reseptformidleren") - Here, you can block access given to healthcare professionals to view your prescriptions in the Prescription Intermediary. Your prescriptions will also be available via your summary care record. The summary care record has separate access control. Here, you will have the following options:
    • Limit access to certain prescriptions
    • Block access for selected health professionals
    • Block access for all health professionals (except your GP)
  • Summary care record - You decide how accessible you want your summary care record to be. You can limit access to all or certain parts of your summary care record. Here, you will have the following options:
    • Limit access given to healthcare professionals
    • Block access to summary care record for selected healthcare professionals
    • Block access to appointment history for all healthcare professionals
    • Remove your own access to the summary core record at Helsenorge
    • Opt out of having a summary care record
  • Patient record - If you do not wish to view your health data online or you are concerned that others might abuse your BankID for logging in, you can remove your access to your patient record at Helsenorge.
  • Emergency block - If you are concerned that other people might abuse your BankID for logging in, you can block your access to all services at Helsenorge.

Research and health registries

Here, you can change how your health data can be used for research and in health registries.

Power of attorney ("Fullmakter")

You can grant power of attorney to other people to use services at helsenorge.no on your behalf, and you can be granted a corresponding power of attorney from other people. You can also view how long the powers of attorney are valid for, change or terminate any power of attorney you have granted, or create a new one.

You must be 16 years of age or older to grant power of attorney, and 18 years of age or older to be granted power of attorney to use services on behalf of others.

You can choose what the power of attorney covers by selecting one or more of the three service areas. The power of attorney will automatically apply to new services within the selected areas as they become available. This option is suitable for those who both now and in the future would like as much help as possible to keep track of their health situation through digital services. If any services which are considered to be a significant change are added, you may need to confirm the power of attorney again.

Currently, you can only give power of attorney to others to use some of the services on your behalf. Eventually, more services will be added, so that next of kin can help as much as possible with digital healthcare. You will never be able to give others access that exceeds your own access.

Usage log ("Logg over bruk")

The usage log shows general information about when a user has logged in and when a service has been used on helsenorge.no, but does not give any details about the actual use.

If anyone else has access to services on your behalf through parental responsibility or power of attorney, their use will also be displayed.

You can use services on behalf of others

​The privacy services allow you to register power of attorney, so that others can use digital healthcare services at helsenorge.no on your behalf. Not all services are open to access for authorised parties, but we are extending the number of services, so that next of kin can play an active role and assist others in their use of healthcare services.

If you have been authorised to use services on helsenorge.no on behalf of others, you can choose between yourself, any of your children under 16 years of age, and/or others who have given you power of attorney.

When you select someone other than yourself, you will immediately notice that the range of services available is reduced. The services shown on helsenorge.no will depend on the services that are available to children over and under 12 years of age and through power of attorney, as well as any opt-outs and consents that apply to the person you are representing.

You must be 16 years of age or older to give power of attorney, and 18 years of age or older to receive power of attorney to use services on behalf of others.

Similarly, you can use certain services on behalf of your children.

Foster parents cannot gain access to their child's health data via Helsenorge.

Foster parents must contact the doctor who is treating the child in order to gain access to such data.

The following services are currently available on behalf of children:

For children under 16 years old:

  • Messages
  • Healthcare contacts
  • Pathway coordinator
  • Changing GP
  • Prescriptions: Viewing of prescriptions and medicines.
  • Health registries
  • Research
  • Profile

For children under 12 years old:

There are limitations on access rights for children aged between 12 and 16. When a child reaches the age of 12, parents will see that their access on behalf of the child will be automatically restricted to what is listed above.

In the case of children under the age of 12, all the services listed above will be available, in addition to:

  • Appointments and appointment administration
  • Referrals
  • Messages connected to the doctor's office or municipal services
  • General practitioner (GP): Information on GP
  • Medical and critical information in Summary Care Record
  • Patient record: Document summary and access log for patient records at hospitals.
  • Prescriptions: Log of all those who have looked at a prescription.
  • Documents stored at Helsenorge.
  • Summary Care Record: Access, your own entries in the Summary Care Record, settings and usage log.

When a child reaches 16 years of age

Once a person reaches the age of 16, they have legally reached the age of majority, and their parents will then normally not have any access rights. When a child reaches 16 years of age, their parents' access to helsenorge.no's services will automatically be deleted.
