How to use Helsenorge's services
In order to use Helsenorge’s services, you must first give your consent to your health data being used. You can withdraw or amend this consent at any time.

Helsenorge offers a range of services to help you and your next of kin to keep track of your health situation, rights and treatment.
Here you will find secure digital health services. Only you will have access to your health data, unless you give other people power of attorney to use the services on your behalf.
The services are currently only available in Norwegian.
You can use the Helsenorge services to keep better track of your health and the healthcare you receive.

The following services are available on helsenorge.no. Some of these services are being tested and may only be available to certain people, regions, or regional health authorities.

These are services that give you access to data that is stored about you, in order to improve healthcare services and manage them in a better way, to make sure you receive better healthcare.

Services at helsenorge.no
At helsenorge.no, you will find several digital services you can use to follow up your health.
Consent to use Helsenorge's services
In order to use Helsenorge's services that require you to log in, you must first give your consent for Helsenorge to:
- obtain health data about you from external registries and other sources
- compile and process this data, and create lists based on it, which may be displayed to you in the services
- save the data for as long as is necessary in order for you to use the services
- allow external organisations to contact you.
You can withdraw or amend this consent at any time.
Data that is stored about you will only be retained for as long as is necessary in order for you to use the services. If you withdraw your consent, all data about you will be deleted, except for data concerning consents and opt-outs.
If you give your consent, we will collect data from the National Population Registry, the Agency for Public Management and eGovernment's Contact and Reservation Registry, and the General Practitioner Registry.
You can choose between three levels of consent:
- Basic: This is the lowest level of consent which you must give in order to use logged-in services provided on helsenorge.no. This consent gives you access to your own data, with the exception of your patient record. It also gives you access to services which involve such access.
- Basic+: This is the same as Basic, except that it also gives you access to services that include your patient record.
- Full access: This consent gives you access to all services that are available on Helsenorge.
More information on the various levels of consent is given below:
Basic
With this option, you will be able to view data that has been registered about you in the health and care sector, and request correction and deletion of some of this information.
It gives you access to:
- view information about your GP.
- view the status of your exemption card and user fees.
- view data that has been registered about you in the health registry service, such as prescriptions, summary care record and vaccinations. You will not be able to access these services on Helsenorge, but you will be able to view your own data in Health registries.
- view information about research projects you are taking part in.
- change your GP and add yourself to a waiting list for a GP who currently has no places available.
- request correction of errors in registries.
- manage your profile settings.
- view your consents and opt-outs.
Basic+
This access level gives the same access as described above, but it also enables you to view medical records from hospitals that healthcare professionals have made available digitally.
This means that in addition to everything that is referred to above under Basic access, you will also be able to:
- view your patient record and entries in it made by healthcare professionals,
- request correction of errors in your patient record.
Full access
With full access, you will be able to access all services that are available on Helsenorge. In other words, all the actions referred to above, in addition to viewing information about appointments and test results, and receiving letters, forms, etc. for you to complete.
This option also enables you to:
- renew prescriptions.
- book and manage your appointments.
- communicate with your treatment providers and other healthcare contacts.
- enter your own information in your summary care record.
- use new services that are directly related to prevention, treatment or follow-up of your health.
- keep track of your referrals.
- manage your healthcare contacts.
- take online courses or watch video clips which can help you to improve your health and life situation.
What if I don't want to use Helsenorge's services?
Using the digital services offered on helsenorge.no is voluntary. If you do not wish to use them, you have several options depending on the service concerned.
Services provided on helsenorge.no
You can remove your access to the services provided on helsenorge.no, for example if other people also have access to your BankID or other log-in details.
You can do this yourself in Using healthcare services and schemes ("Bruk av helsetjenester og ordninger"), which you will find in the top right-hand menu, or by filling in and submitting form number one below. You can also do this for children for whom you have parental responsibility.
You will then not be able to gain digital access to your health data on helsenorge.no, but you will still have access to services on behalf of others if you have parental responsibility or power of attorney to do so.
Please note that if you remove your access to the services at helsenorge.no, you will not automatically opt out of the summary care record as well.
If you wish to re-open the access, you must fill in and submit form number two (for adults) or number four (for children) below.

Withdraw acceptance of helsenorge.no's conditions of use
You can withdraw your acceptance of helsenorge.no's conditions of use (in Norwegian). If you wish to do this, you must first delete all powers of attorney and then withdraw your acceptance.
Patient record ("Pasientjournal")
You cannot opt out of the Patient record service itself, but you can remove your digital access to this service on helsenorge.no. You can also do this for children for whom you have parental responsibility. You can do the same by completing and submitting form number 1 (for adults) or number 3 (for children) below. Healthcare professionals will continue to have access to your health data via their systems.
If you wish to re-open the access, you must complete and submit form number two (for adults) or number four (for children) below.

Summary care record ("Kjernejournal")
You can remove your digital access to Summary care record on Helsenorge. You can also opt out from having a Summary care record.
If you have opted out of having a Summary care record, you can change your mind within 30 days and ask to have the data in your Summary care record restored.
If you subsequently decide that you would like a Summary care record after all, you must ask to have a new one created. The Summary care record will then not contain historical data about medicines or critical information about your health.

How is data about me processed on helsenorge.no?
Helsenorge.no has established stringent security requirements in order to protect the data that is stored about you.
Many of the services that are available on helsenorge.no collect information from regional health authorities in a secure manner, and then display it to you when you are logged in. These services do not store any data, and the information will disappear from helsenorge.no when you log out.
Other services require data to be stored on helsenorge.no, such as when you send a message to your GP or a hospital, and when you get a response from them.
